Weather Modification - Is it possible?

I would like to hear from others on this forum, specially those who have some knowledge in meteorology and climate if it is possible to manipulate weather over a certain region?

I have been reading some interesting articles about how some of the patents have been filed over the years (dated back even to 50s, 60s) about using weather as a weapon. The idea is to manipulate it in such a way that catastrophic results are achieved and the economy of the region is destroyed. This has been tried in the Vietnam war as well, as some of the senate hearings also show.

Now the current flood situation in Pakistan and the “JetStream” being blocked in a very strange way which is causing this all raise few valid questions.

Could it be that this is not natural at all?
Could it be that after 40+ years an extremely deadly weapon that has been tried earlier is matured?

Conspiracy theory or not, but just for educational purpose would someone like to analyze it?

You can correct/fix or manipulate weather here and there locallay on a small scale...but the final result: mother nature will always have the upper hand against anything except for Nothingness! :D

I highly doubt it is possible but what do I know my background is economics. But if it were possible, man Global warming is one large conspiracy!
