My cousin is 22 and has eye sight weakness level .09 or .10.
What are the possible cures?
Or it cannot be cured but only be prevented from more weakness?
And how much severe this level of weakness is?

There is no "cure" for it. Your cousin will have to wear glasses or contact lenses. But once his/her eyesight becomes stable, he/she can go for laser surgery.. And I don't think you can prevent it from getting worse. Our eyeball also grows with us, so the eyesight will get worse if it's in his/her genes but then it will get stable at a point :)

The best solution for you weak eyesight is to find out a reputable ophthalmologist and have a detailed checkup of your eyes and after that what he suggests you act upon it. If he advises you to wear glasses or lense then you should do that and that will definitely help you to stop further eyesight weakness.
