On the contrary, I think those instances of "respect" you mentioned are a good thing. Alteast they indicate that such people atleast have some moral fiber left. There is a concience in there somewhere which makes them do what they are doing. Things are not beyond salvage, and with hope and God willing, they can return to the right path. I have seen many others who do much worse then what you're doing, without an iota of remorse.

As for intefering with others, Muslims are strongly recommended to stop others when they are doing something wrong, mentally, if not verbally, if not physically. BUT, it all depends on how your relationship with the person and how you go about it. If you walk up to women on the street and ask them to cover their heads, then you're just asking for it.
