We have Pakistan, but we don't have Pakistanis: Why?

Recently I was readying an article & someone wrote that we have Pakistan, but we don’t have Pakistanis. We see ourselves as Punjabis, Sindis, Pathans, Blauchs, Kashmirs, etc., but not as Pakistanis. Why have we failed to build our national identity as Pakistanis in last 68 years?
