The best way to control population is to make all these mullahs, waderas and chaudhris khassi I mean impotent. There is no other way.

There was a news report on NPR on this very issue. They quoted a Mullah from Lahore as saying that reproduction is an obligation on all Muslims, and issues of overpopulation and all the problems that stem from it are best left in the hands of God. With thinking like this, what hope is there...

Covert operations by government can help like abducting and vasectomy of anybody who has had one kid already. Lacing the drinking water with BC medications of the overly populated areas. ( I heard those rumors many times back home while I was growing.)

I m going to stick my neck out and say that it's NOT JUST mullahs but also majority of ( 90%) of pakistanis who are responsible for this, how come mullahs can't influence majority from watching star tv, zee tv, Bachaaa baazi, rishwat khori, choori chukaari, dis loyalty to any idea of hard honest work and these same mullahs get the blame for population explosion?

As I already said make them impotent or nusbandi whatever, if they don't listen. This problem, which is one of the most severe in Pakistan, will not be solved by just lip service. Do action. No more two children per couple. If some one violates, make him ineffective.
