i'm mostly careless when it comes to dressing but i'm very responsible when it comes to doing my tasks. so no its not true for me.

What is the question? Whether we ourselves don't act responsibly when we're not dressed or whether others don't think we're respectable enough?
If latter than it doesn't matter anyways.
If it has to do with ourselves doing not well, have you heard of casual Fridays? Everyone dresses down and you hardly see suite. Other than the dressing part everyone goes about their day as usual.

I do agree dress reflects your personality.
Its not necessary that your dress should be expensive and extremely beautiful looking. No it takes a lot of things in account. Like is your dress clean? Is it simple and elegant? Is it modest? Does it suit you? Do you carry it well ? etc
My dress requirements (priority wise) : Modest, Clean, Decent and of the color that suits me.
