Of course. People, when suffering from oedema (fluid retention), do get the look of puffiness on their face sometimes, as well as the common areas such as legs, ankles (the tell tale sign), feet, breats and abdomen.
There can be many contributing factors as to why the fluid retention is occuring, but poor diet is the most important factor here as high salt and fast-food intake (which are extremely high in salt and sodium preservatives) will override the body's ability to maintain the ideal ratio of the minerals that naturally maintain the balance of fluid within cells and under skin.
A quick test to see if you are retaining excess fluid: Gently press your thumb over the foot, ankle or leg with slow, steady pressure. If oedema is present, an indentation will show on the skin. If this is the case, or you are worried about the facial oedema, then i urge you to go to your doctor for further advice and diagnosis of any underlying issues. :)

my face has been appearing quite swollen in the past few months. it looks chubby all of a sudden and i wonder if thats due to water retention =(

Reduce u're salt intake.. and sleep on 2 pillows this will drain the fluid away from u're face.
Reduce your sodium intake and cut back on coffee. Take more potassium in your diet. Bananas are very good source of potassium.
