Water Damaged Iphone

If it were mine, Id be happy at the fact that it wasnt starting up. But it belongs to someone else. Has anyone else had any experience with restoring a watery iphone?
Its an Iphone 4. Initially, it was not doing anything. I opened it apart, and cleaned the innards with isopropyl alcohol. Closed it up, and now I can see it charging up(bitten apple blinks on screen). But when i try to turn it on, nothing happens. Ive tried resetting it as well.

Any other ideas?

So I opened it up.

I extracted the circuit board, pried off the metal covers, and cleaned the innards with isopropyl alcohol. Closed it back up, hooked it up to a charger, and it started charging! A short while later, I tried to turn it on, and hamdolillah, it did.

If you drop your phone in water, the one thing you must not do is try turning it on. You might short circuit something. Just let it dry out. Chances are, it will start back up. And in case it doesnt start, just clean the insides (circuit boards etc) with isopropyl alcohol. Very likely, it will start up.

I just saw this thread now but apparently if you take out the battery and put the phone in rice (yes rice but raw) it will work. I think it maybe because the rice absorbs the water. I have heard it from many people but never tried it myself.
