Yes it was legal because the action was taken with the approval of UN. Legality of any war should be based on UN, not by individual or some groups of countries.

UN Resolution 1207 was based on Chater 7. Yugoslavia failed to comply with the provision set out in earlier resolutions. As Chapter 7 is self-executing the actions by NATO were in compliance with the UN and its Charter and thus completely legal.

Also check out how hard USA and UK had to work to convince the 3 remaining UNSC members: France, China, and Russia.

A UNSC resolution is passed, it is accepted by all members of the UN. Thus there is no question what their opinion was. It is legal and they accepted it.

They should have attacked Serbian troops in kosovo only. Attacking Belgrade only caused more hatred.
