I was based on Kandahar recently, been to Herat and Farah. Its not 2 or 3 cities. Out of the total 34 provinces a good 15 have relatively solid government structures, with functioning Directorates and PCs.
Are you saying that 15 provinces have solid government structures, i.e. the writ of the central government is being enforced without the aid of drug dealer-cum-politicians, or that actual citizens have representation without going through local warlords? I've either been ignoring recent developments, or this contradicts every major report written about the region...not to say that I wouldn't welcome such a development!

I must say you haven't read much about the grass roots democracy in Afghanistan in the past two years if you do not consider the Provincial Councils, the District Development Assemblies and the Community Development Councils as representative government.

To my mind, this totally contradicts the previous paragraph. Democracy is not in and of itself an accomplishment...what has come of it? Are people exercising their will independently of warlords or other oligarchs? Are businessmen only answerable to the taxman...or are there other hands involved? Etc....
