Are you saying that 15 provinces have solid government structures, i.e. the writ of the central government is being enforced without the aid of drug dealer-cum-politicians, or that actual citizens have representation without going through local warlords? I’ve either been ignoring recent developments, or this contradicts every major report written about the region…not to say that I wouldn’t welcome such a development!
