One thing I totally agree with Waqar that the next coach should be someone foreign who doesn't bring any baggage with him and cannot be blackmailed by political calls.
When Pakistanis will see a white man amongst them, they will naturally learn to respect his authority and keep their distance.
The whole of Western world will come down on its knees if you start putting Pakistanis in top positions. From my own experience, they make the most unprofessional, inherently biased, unreliable, inefficient and apathetic managers. If by any chance they manage to make it big, it is due to white man's danda on their heads and their structural checks and balances.
PS: This group largely includes Pakistanis who've had their schooling from Pakistan.

Well I don't have any experience working with Afghans and Nepalis, but yes, Indians who are highly educated and qualified definitely make much better administrators than their Pakistani counter parts. They are more professional and grounded. Most importantly, Indians and Bangalis get along really well with their fellow countrymen.
But God oh God, the moment you put bunch of Pakistanis in a set up, all sorts of treachery, backstabbing, power struggles and undermining starts. They bring this disgusting culture of unprofessionalism, hierarchy and mistrust from Pakistan. They have no sense of discipline.
I think the only way to fix PCB is to hire a white managing director from England or Australia. There simply aren't enough credible and competent people in Pakistan to run any organisation or institution properly.
Yes time to admit that you do indeed have a skills shortage in the country!
So from **your words **looks like there is no successful institution in Pakistan, all institutions are rotten. I see a different Pakistan.
