Looks like screen printed base with 3D colours for the base and highlighted with some crystals and sequins.

OK, got this! This is foil printing using thermal transfer. It could also be an applique work using a foil printed fabric...tough to get a good idea from this picture alone. The 3D color screen printing could be an alternative to this...let me know how this turns out if you are sampling it :)

I can replicate it but it would not exactly the same could be close to it but that too would be a very costly affair

This is it probably.

I have seen this technique on Indian designer dresses only. None on Pakistani, if it was screen printing I am sure someone must have tried it as it has become common since last year.

This surely is foil printing And yes, doing one-off pieces will surely be expensive

I dont think its gota work bc it looks too flat to be that. I love and have gota work dresses.... and even the finest gota work has more dimension than this. But thats a good idea.. I do think it might be worth replicating this with ribbon and/or gota work...
