In fact yes, but it also has one of the smallest tax-GDP ration in the world (I0.2), plus it has a massive internal debt (almost as much as the external debt). Finally, Pakistan’s balance of payments is such that it can never hope to have enough dollars to pay back the loans, thus borrowing more just to clear up past debts.
