You will often find such recruiters lurking in most small town american / canadian universities. Often many times you will find ads posted on bulletin boards and signals. The reason they get away with this is that they are not forcing anyone to do anything - the women look at these ads and come to them.
Looking at the bigger picture, there is no reason to be so surprised. Sex and, in many cultures, virginity have been sold for money since time immemorial. The tools might have changed but the trade remains.
She said she did it to pay fees. I wonder in what age she wud have done it if schools were not free. :p Then this article wud have been like this: A 11 year old sold her virginity for school fees... :p
