So is there a way we can see who’s viewing our journal and who votes? 
I know before, at the bottom of the journal, the username of the person viewing your journal was given, but now it’s not.. kyoon:

If a member has not chosen to appear offline (while online) on GS, then you cannot see that person online anywhere on GS. Be it the forums, or the journals.
As for votes, you cannot see how voted and It will also never be added.

...for some reason i cant access my journal, everytime today when i press on the journal link, nothing happens.
has anyone else noticed this glitch?
