Pakistanis lose all their match fees for slow play

CAPE TOWN, Jan 5 (Reuters) - Indian match referee Gundappa Viswanath has fined all the Pakistan players their entire match fees for slow play during the second test against South Africa at Newlands.
Pakistan were thrashed by an innings and 142 runs to lose the series 2-0 on Sunday.
But there was more heartache after the game as the players went home empty-handed after taking 70 minutes longer than allowed when bowling all day on day one on Thursday and infringing again on the second day as South Africa reached a massive 620-7 declared.
The Pakistanis’ match fee depends on seniority and status but ranges from an estimated 500 pounds ($800) to 4,000 pounds ($6,400).
Is this Golgappa whatever allowed to do that? Are there clear rules about time usage and penalties, or did this Golgappa did just pull this out of his behind?

Pakistan were bowling to right/left handed combinations for most of that time so had to change the field quite a lot. I wonder if the Indian referee took that into account?
I'd love to sand bag this Gundappa dude, but in all honesty, what did our Pakistanis did to deserve a match fee? J/k :)
However, instead of merely NOT giving their match fee to them, the referee should have taken it and distributed to all the Pakistani supporters who actually paid honest money to watch our "heroes" play in this test series on dish network etc.
