Put vermicelli with milk and cardamoms in a pan/dechki.
And u need to add
Sugar with it. That's basic!!! You can condensed milk for rich sweet taste/flavour.

This is how I make... take some butter in a pot, melt it add, add saiwiyan and saute them in butter for few mins. Then add milk, cardamom (either whole or grounded). I also add crushed almonds and then I let it cook and get thicken. Once it changes color and I add sugar, cook it a little bit more, add washed raisins and your doodh sawaiyan are ready.
I don't measure stuff so can tell exact quantities.

Thats the way i make it, however i don't add raisins (only cause no one likes them in my house), but i add a few strands of saffron to the top and sprinkle a little Kewra just as i take it off the heat.

Here in India, we make a namkeen dish of vermicelli too. Its called 'Vermicelli Upma'. Not sure if you'll like it but here is the recipe:
1 cup of vermicelli
1 medium sized onion
1/4 cup of fresh/frozen green peas
1 tomato
2 green chillies
A pinch of fresh grated ginger
1/4 cup of chopped nuts like kaju
2 cups of water (water should be double the quantity of vermicelli)
For the tadka:
2 tsp oil
1/2 spoon jeera
1/2 spoon mustard seeds
a pinch of heeng
1 dry red mirchi
A few curry leaves
Procedure:
Dry roast the vermicelli and kaju for abt 2 mins and keep aside.
Heat oil and put all the tadke wale items in it. After a minute or so, add the onions, tomatoes, and the green peas and cook for another 3 mins. Now add 2 cups of water, the grated ginger, chopped chillies, and salt to taste. After the water comes to a boil, add the vermicelli and ensure there are no lumps. Now, lower the flame and cook it covered for abt 5-7 mins.
This is quite a popular dish in the southern part of India.
