RAWALPINDI: The Rawalpindi district administration on Sunday impounded more than 850 vehicles to take people to and from Liaquat Bagh where President General Pervez Musharraf is to address a public rally on Tuesday.

The impounded vehicles have been shifted to police stations in Kotli Satiaan, Gujar Khan, Taxila and Kalar Syedaan tehsils, sources said. Sources also said the nazims of these tehsils had been asked to use these vehicles to bring people to Liaquat Bagh and drop them home after the rally. The police have also confiscated the registration books of the vehicles and driving licences of their drivers. The district administration has promised Rs 2,000 each to the owners of the seized vehicles, sources said. Daily Times has learnt that MNAs and MPAs of the ruling party from Rawalpindi division have been asked to ensure the presence of their supporters at the Liaquat Bagh rally. People travelling to and from Rawalpindi are facing great hardship in reaching their destinations due to the seizure of public vehicles. **RAWALPINDI, March 26: Commuters across the Rawalpindi district were denied public transport on Monday because their elected representatives needed the same for a political show on Tuesday.
Thousands of local and intercity buses, vans and coasters were either commandeered by police or stayed off the roads for the fear of being commandeered for carrying crowds to the public meeting President Pervez Musharraf is to address this afternoon at Liaquat Bagh.
Everywhere in the district crowds of travelling public were seen standing harassed at bus stops or chasing the few vehicles that ventured out. They were heard cursing the desire to please the rulers at their cost.
Taxi drivers took advantage of their misery and inflated their fares.
On the other hand the owners of the impounded transport vehicles felt cheated by the Regional Transport Authority which allegedly paid them Rs2,000 per vehicle for three days’ use.
“We make Rs2,500 per day,” one rueful owner told Dawn adding “we have instructions to ferry people from designated areas to Liaquat Bagh and take them back home at 10pm (Tuesday)”.
Tehsil nazims were said to have their own instructions - to send a crowd of 3,000 people to Liaquat Bagh from their area.
Accordingly, the tehsil administration of Taxila, for one, instructed every government employee in its jurisdiction to ensure not only his or her - in the case of school teachers - presence at the venue but three others also he or she could rope in.
Observers can only wonder at the political acumen of the people who went for this disingenuous method of renting a crowd for a leader who is under attack from hostile forces at home and abroad.
All the opposition parties together would not have been able to do half the harm to President Musharraf’s image that his self- styled supporters did by paralysing the very people they need to win over.
Our Taxila correspondent adds: The Local administration impounded over 100 vehicles on Sunday and Monday to facilitate the PML workers and teachers to participate in Liaquat Bagh public meeting causing inconvenience to the people.
Most of the city’s public transport, specially vans, remained off the road as transporters feared that their vehicles would be impounded by police.
Patients, workers, daily wage earners, students, and women faced great hardship in getting transport. They were seen waiting at various bus stops of Taxila, Wah and Hassanabdal for hours.
Those who could afford hired rickshaws but majority of the people had no choice but to walk on foot to reach their destinations.
A transporter, who wished not to be named told Dawn that impounding of vehicles for progovernment public meetings was a common practice. But the offi cials never fulfil their promise in paying fares, he said.
“The police have impounded our vans forcibly, and handed over to the local nazims, Raza Shah, a van owner said adding the vehicles will be released after the rally with fuel cost.
“My van was impounded by the Taxila police on GT road asking me to come next morning to provide transport facility to the rally participants”, said Akram Khan, a driver. “This is unjust and unfair”, he commented.
A senior police officer requesting not to be named said the vehicles had been impounded on the DCO’s order.
However, when this correspondent tried to contact the DCO and DSP traffic, they were not present in their offices and it was told that they were busy in finalising the rally preparations.
Sources in tehsil municipal administration told this reporter that the district government had mobilised all its resources to make the public meeting a success.
The sources said the local government had directed all its employees to gather at the TMA office to proceed in a convoy to Rawalpindi.
The sources said that around 40 vans have been reserved for various educational institutions. Employees of the provincial government, specially teachers, have been asked to ensure their presence in the public meeting failing which strict departmental action would be initiated against them.
They have also been directed to bring at least four persons with them.
PML office-bearers, councillors, UC nazims and naib nazims have also been directed to ensure that people turn up at Liaquat Park in large numbers.
The sources further said that the Tehsil administration has been assigned the task to bring at least 3,000 participants at the public meeting. Every patwari had been directed to bring 100 people.
Our Gujar Khan correspondent adds: The commuters suffered badly as the police and local administration impounded hundreds of vehicles.
Commuters including women and children remained stranded on the bus stops of Jhelum, Sohawa, Gujar Khan, Mandra, Kallar Syedan and Kahuta as the wagons and buses were not available to take them to their destinations.
The few available vans demanded extra fare. From Gujar Khan to Rawalpindi each passenger was being charged Rs50 instead of Rs30.
The women and children and senior citizens were worst to suffer due to the shortage of public transport.
The police personnel and the local administration assisted by patwaris were seen netting more and more vans and wagons.
A big crowd of public vehicles could be seen around the offices of tehsil municipal administration on Monday evening.
Meanwhile in a press release issued by the town municipal administration (TMA), town nazim Chaudhry Muhammad Azeem claimed that 30 wagons would be dispatched to every union council of Gujar Khan tehsil to transport the ‘supporters’ of the president to Rawalpindi.

Oh they rented mass transportation. I thought they took people's personal cars, and gave them 20,000 for them.

You can coordinate mass transport for a public affair. The way they handled it wasn't smooth, which tells me whoever was put in charge of the project was an idiot, as usual.

Again, this is not a plant that Musharraf was cooking up while he was trying to fall asleep. I doubt he spends his free time plotting on how to piss Pakistanis off, although I'd have to applaud him if that were the case. Its fun to see desis jump.

You have to understand how these buses work. Just like taxis, they're given out on schemes. They're operating for the city. Part of the deal is the government can hire them for functions. That's what happened. Nothing wrong with it. Bus operators get a cheap bus, government borrows it sometimes. Fair enough.

What's troubling is, the sheer magnitude of this circus operation. 3,000 professional clappers are being BROUGHT in for a speech? Wow. I wonder what Mush thinks about thousands of hired supporters clapping and chanting on cue. A well orchestrated democracy, I guess?

Lawyers taking to the streets, Islamists up in arms and opposition parties joining in massive, countrywide protests: What’s a beleaguered government to do? In the case of Pakistan, the answer is simple — throw a counter-rally and rent a crowd to fill the stands — even if it creates a transportation crisis in the process.

President Pervez Musharraf, who has faced near permanent protests since he suspended a Supreme Court judge three weeks ago for as yet undefined suspicions of misconduct, has organized a public address and rally today in Rawalpindi, not far from the capital Islamabad, to prove to his people, and the world, that he still has the support of a large section of the country’s population. Today’s rally was expected to attract many more participants than yesterday’s protest in Islamabad that was organized by a consortium of opposition parties and attended by several thousand. However turnout at yesterday’s event would have been much higher, some attendees argue, if more than 100 opposition organizers hadn’t been preemptively detained and kept under house arrest in the days preceding the protest.

That’s not the only trick Musharraf has used in the my-rally-is-bigger-than-yours stakes. The government has directed teachers, professors and civil servants to attend, and commanded district and village leaders to bring anywhere from 100 to 1000 people from their towns to the rally. In order to transport these less-than-fervent fans, hundreds of buses, vans and mini-buses have been commandeered from transport operators across the region since Sunday, and parked throughout the capital. The government has promised to compensate drivers for the use of their vehicles, offering 2000 rupees, or $35 in addition to fuel, but that may not be enough to convince them. Drivers point out that their vehicles will be off the road for two or three days, and on good routes, operators make around $45 a day. So just to be certain, drivers’ documents were retained to ensure that they show up to work on the day of the rally.

Still, some canny drivers have stayed off the roads altogether, preferring to take a few days off over the hassle of trying to get cash out of the government. The result has been chaos for the tens of thousands in the capital area who depend on public transportation to get to work or school. Taxis have doubled their prices, and the roads around Rawalpindi and Islamabad are full of resigned commuters trudging to their destinations on foot.
Today’s rally may be important for Musharraf’s eventual re-election campaign, but once again he is alienating the very people he should be courting. In consideration of the transport difficulties, the city government of Rawalpindi has declared today a holiday. Of course, what’s the point of a holiday if you can’t get anywhere. Then again, that may be exactly the government’s point: all the more reason, after all, for residents to attend the rally.

انتظامیہ نے جلسہ گاہ میں لوگوں کو لانے کے لیے تین دن سے ایک ہزار سے دو ہزار روپے یومیہ پر جو ایک ہزار کے لگ بھگ بسیں اور ویگنیں پکڑ پکڑ کر جمع کیں۔ پٹرول سمیت ان کے مجموعی اخراجات کم ازکم ایک کروڑ روپے کے لگ بھگ ہوں گے۔
اس اعتبار سے اس جلسے کے نتیجے میں تقریباً اٹھارہ کروڑ روپے کا خرچہ ہوا۔ اگر جلسے کے منتظمین پچاس ہزار افراد بھی اکھٹا کرنے میں کامیاب ہوگئے تو منتظمین کو فی آدمی کم ازکم تین ہزار چھ سو روپے میں پڑا
