Fry's have some multi-system models, but they are generally pricier than your usual run of the mill VCR's. Also, your TV should be able to play multi-system tapes as well. You have to have both.

Faisal, TV doesn't have to be PAL/SECAM compatible I guess. Its just the player that matters.

I converted some of my tapes into VCD recently. They turned out to be excellant quality VCDs. I couldn’t get more than about a couple of hours video on a 700MB CD tho. You will need to buy a good Video Capture Card and thats all you will every need.

No, the TV has to be PAL compatible too. Otherwise, even if the VCR can read a PAL tape and output the signal, the TV will be unable to decode the signal.
Otherwise, you could simply buy a PAL VCR and plug it into a NTSC TV and expect it to work (which it doesn’t)
The problem is as follows:
A regular North America VCR can only read NTSC and outputs a NTSC signal.
A multisystem VCR can read both NTSC and PAL, but it does not NOT convert between the two. Rather, it outputs a NTSC tape as NTSC and a PAL tape as PAL.
Therefore, it is your TV that is the final issue.

If your VCR allows you to play Pal/Secam/NTSC but your TV does not offer desired system, just get a good converter and it can do the job.
A converter can convert:
NTSC->NTSC/Pal/Secam
Secam->NTSC/Pal
Pal->NTSC/Secam

By converter, I mean signal-converter not movie converter.
VCR ----->Converter------>TV
So no need to convert movies.
