vBulletin does not recognize special characters

I dunno if you noticed or not, this version of vB is not recognizing the special characters like ' and `

Thanks [USER="74589"]Sheeda Pistol[/USER] Its a good catch. I did realize that some special characters arent working but i'm not sure how would a change in code will help here or rather what to change.

@us1415 can you please fix this? It seems be a major issue now.
