I understand that the Police had dropped the ball ont his case even though they had been pointed towards this guy years ago and that many murders were committed after he had been pointed at? Finally it took the Mounties to take over and run the investigation. (btw are mounties canadian version of FBI?)

Mounties are our cops (they're like the US's police forces except more snappily dressed:p). Canadian version of the FBI is the CSIS (Canadian Security Intelligence Service).
If these women had been residing anywhere else except in the downtown eastside district, i can't help but think it would have made a substantial difference in the way that the police treated this case... If more than 60 women were gradually disappearing from one of the more materially-privileged communities, the police would have been on the case right away.
