Can someone tell me what User Notes are? and what is the purpose of their existence? I’ve got two currently and i’m not too sure why…

They are Notes for the User.

Users with permission (like mods and admins) are able to read / write usernotes and are able to go to a profile of a member and leave usernotes about a certain guppy. This feature is intended to allow staff members to discuss members and keep the information organized rather then having a variety of threads in a staff forum

Not true... any registered member can write a note for u.. even you can do it urself :P

I said users with permission and bracket part was just two examples. Cuz majorly this function was implemented by vbulletin for the "staff" usergroup with mods and admin rights.
usergroups can be registered members, super moderators, moderators, administrators, or any other custom made usergroup which has the the permission to use user notes option in admin cp of vbulletin. ON GS how ever registered members can use it too.
I work with vbulletin custom hacks, and have released a few xml plugins on vbulletin site.
In otherwords what I said was right, though you misunderstood it.
