From my limited knowledge, i would say no because an entry as visitor supposedly forfeits the 'change of status' process. If this is imp. you should consult an immigration attorney for sure, they'll charge around $200-250 for a half hour phone call I think, but give you a safe answer with peace of mind.
People I know who live in Canada and have a multiple visit visa come and go as their 'immigration process' also goes on. I am not sure what happens once it reaches finger printing etc. process.

Yeah but if you're on a visa, and goto a Canada, you arent required to submit the I-94, and get a new one on the way back, if its less than 30 days right?
I would doubt it..honestly, it's more of your ethnicity than it's of the country that you are coming from.. Other factors could be age and gender.. young and male.. chances are slim!

I think that once u have your interview date from that point onwards you can not come to US, thats what I remember.
Obviously it is an issue for ppl who have to be here for business trips and cant because of this stuff.
Early this year, my bro was also waiting for the background check for his imigration process to be completed and the officials at the US Embassy told him not to travel as that might effect the background process and take longer.
So if that person doesn't have any emergency situation then s/he should just wait for the process to be completed.

They need L1 Visa (if they work in a Multinational company, with or without blanket protection). This is a dual-intent visa that allows them to apply for sponsered immigration whenever and still enter and leave US, Or apply for Green card after working in US for a year.
