**It’s basically the same thing. The President/Khalifa is elected, but he does not have absolute power and must consider the opinion of the Majlis/Congress while the Judiciary is completely independent. Ironic how Muslims staunchly refuse to benefit from this system as shown by Hazrat Omar.
