It is not by USA. Just a couple of lawmakers justifying their lobbying donations trying to redirect attention from Indian atrocities in Kashmir.

Those are just Pakistan/Muslim hating congressmen.
Otherwise the US government gave no such indication.
But I understand Indians really are desperate. 
The sincere advice they don’t want to listen is to SOLVE the problem once and for all. They can’t win Kashmir’s soul.

Actually US , Israeel and India are real terrorists , but doing it wisely , They use local elements everywhere
