Mutually Assured Destruction was the tactic that prevented nuclear war with Russia. Why would this not work? Might energize sit-on-the-fence moderate Muslims to turn in their radical brothers.

Wishful thinking. This is far more likely to cause a closing of ranks with them. Hostil action against things of mutual concern always drive a closing of ranks against an exterior threat.
