Thats how conspiracies get generated. The bill was apparently originally for something else and much later in 2020 was amended to use it for Corona. I think we all are supposed to do more digging to avoid the creation of hysteria.

The bill was originated for some other relief / activity, but as SID_NY said it was modified to accommodate for COVID in 2020. As for the hysteria and mortality numbers we can partly blame scientists and data-modeler but this was first of a kind ‘contagion’ flu virus which rides on a person for unknown number of days before showing symptoms. It can be fatal for many people with underlying conditions hence the precaution is still necessary.
Unfortunately in Pakistan there is some corruption and some love for conspiracy theory, people see one video / story of a hospital incorrect labeling and demanding money for patient release and they see oh its all money-seeking trickery from WHO who is giving 3 lakh rupees per patient big sigh. Then there is stupied Haqeeqat TV idiot who started making rounds quoting Senator Johnson about $13,000 for medicare patients and Haqeeqat started running claiming hospitals are getting $13,000 for ALL patients.
