It reminds of some Afghani street vendors on the streets of Lahore who ask for Rs10,000 for a carpet but eventually sell it for Rs1,000.

**WASHINGTON: US Senators John McCain and Carl Levin, the chair and ranking members of the Senate Armed Services Committee said the US should not pay up to $5,000 per truck which McCain called “extortion” to Pakistan to allow NATO Supply lines to pass through its territory ****into Afghanistan.
****Speaking to US news outlet ‘The Cable’ Senator McCain said: “We can’t look at aid in that light. It’s now becoming a matter of principle.”

Meanwhile Senator Carl Levin said that the US should not pay Pakistan fees anywhere near that level.
The reactions from the US Senators come in light of a New York Times report which stated that Pakistan wanted upwards of $5,000 for each truck that passed through its territory, whereas the fees paid prior to the Salala attack was about $250 per truck.

I say Pakistan should up the ante
after all we must think about the $ 68 Billion loss to our economy , 40,000 lives we lost and the the 100 Million dollars loss our infrastructure suffers because of the movement of these heavy vehicles , also we have not been paid the coalition support fund , and the arrears now are ballooning up into Billions of Dollars these are the concrete tangible losses , the other losses of sovereignty etc cannot be calculated.
so I say , up the ante to $ 7000-$ 7500 , because I heard they were at a point willing to pay $ 1500-$ 1800 the cost they are inuring for using the other roots .
Beside they are spending around $ 120-22 Bilion per year in Afghanistan , and are not willing to pay even $ 7.5 Biilion spread over 5 years .
Pakistan must impress the point , we are not cheap commodities , and if it all boils down to dispassionate , cold calculated Dollars , then we must get the right price . , not the crumbs

$ 250 for a 40 ft trailer filled to the brim with tons and tons of material is insultingly low .
just the other day I visited NLC marketing dept , had to send a Suzuki 86 Fx from Karachi to Pindi , they have stopped their services after the BB Fiasco , and have now leased out the operation to private contractors , so they gave us the number a few contractors , and the lowest among them was asking Rs 14000 -14500 , that means around $ 145 -50 , to move a light Suzuki from Karachi to Pindi , compared to this commercial rates , that $ 250 is really really insultingly low

Thats what I said, It was Insulting LOW the price we were getting , $ 250 , it won't even send two Suzukis from Karachi to Pindi , ...yet a 40 Plus Foot Containers , containing god knows how many tons of Material , from Karachi to Toukhim , was a Joke Amount .

**Why $5,000?
**
Roads in Pakistan are designed to have a life of ten years but have depreciated significantly since the damage caused by a single container is equivalent to 1,500 to 2,000 cars.
Officials said the National Highway Authority needs $1.6 billion to rebuild the damaged infrastructure and, for this purpose alone, it has proposed a charge of $1,000 per container.
The additional $4,000 includes charges for scanning, inspection and examination of the supplies, charges on account of road safety, environmental impact and port services, they added.
For the last eight-and-a-half years, Pakistan allowed Nato and Isaf containers to leave the ports without scanning them. The Federal Board of Revenue, however, claims it had started scanning the containers but refused to speak on record. Officials said Pakistan will not provide security to the containers.
**Comparing with NDN
**Even after paying $5,000 per container to Pakistan, the cost of shipping supplies through Pakistani territory will be less than that incurred using the Northern Distribution Network (NDN) – and will take less time.
Each container coming through the NDN to Afghanistan costs $14,000. About 40 to 45% of the NDN comprises sea routes, while the rest is covered through rail and road networks.
The Pakistani route, on the contrary, costs $7,000, since 80 to 85% of the distance is via sea while the rest is through road, officials said.
However, officials say, the US insists the $5,000 per container fee to Pakistan will surge the cost of the route and make it comparable to the NDN. The US has threatened Pakistan that sticking to the demand may put its ties with Nato countries at risk, officials added.
CSF payments
During the recently-concluded technical-level talks, both sides have resolved certain outstanding issues vis-à-vis reimbursements under the Coalition Support Fund (CSF). Both sides, however, were reluctant to share details due to the ‘hostile’ US Congress. Officials said the US was ready to pay CSF payments for the period between May and November 2011.

Pakistan closed the land route to US supplies in November as punishment for a botched US air strike that mistakenly killed 24 Pakistani soldiers, but have been in negotiations to reopen the border crossing.
US defense officials have said the Pakistanis are demanding several thousand dollars for every truck crossing its border with the supplies, up from $250 per truck before the closure.
“We’re not about to get gouged in the price. We want a fair price,” Panetta said on ABC’s “This Week.”Without the Pakistani supply lines, the United States has had to rely on a much longer, more expensive northern route to resupply its forces in Afghanistan.
The supply lines impasse is just one of a host of issues that have opened deep schisms in relations between the two countries, supposed allies in the US battle against extremists.
Relations plunged to an all-time low after a US raid by US special operations forces killed al Qaeda leader Osama bin Laden in a compound in a Pakistani garrison town on May 2, 2011.
The United States has moved gingerly to make up with the Pakistanis, who were incensed that they learned of the raid only after it had been carried out.
But the issue flared anew last week when a Pakistani court sentenced a doctor who helped the United States gather DNA data used to track down bin Laden to 33 years in prison for helping the Americans.

I am gladd all this is out in the open now, instead of pretensions of 'partnering' in War on Terror. All those pretests and oppositions in Pakistan after all turn out to be just for more money - more money you give more readily they will participate in the WOT!
