Finally, the United States maybe coming to its senses, faced with almost total world opposition.
U.S. Offers U.N. Resolution Deal
Facing strong opposition from dozens of nations, the United States has backed down from its demand that a new U.N. resolution must authorize military force if Baghdad fails to cooperate with weapons inspectors, diplomats told The Associated Press on Thursday. Instead, the United States is now floating a compromise which would give inspectors a chance to test Iraq’s will to cooperate on the ground. If Iraq then failed to disarm, the Bush administration would agree to return to the Security Council for further debate and possibly another resolution authorizing action. Russian Foreign Minister Igor Ivanov said he believes there are now “favorable conditions” for council agreement on a resolution that will lead to the quick return of inspectors.
The new compromise also drops tough wording explicitly threatening Iraq upfront, although the diplomats, who spoke on condition of anonymity, said a threat of consequences will be implied. The diplomats said France, which has been the main stumbling block for the United States, was studying the new offer amid a flurry of diplomatic activity aimed at solving an impasse among the Security Council powers on Iraq. During an open Security Council debate on Iraq, which started Wednesday and continued Thursday, more than two dozen nations — including Iraq’s closest neighbors and key U.S. allies — refused to endorse the Bush administration’s demand for an authorization of military force if Baghdad fails to cooperate with U.N. weapons inspections. They said Iraq must be given a chance to completely disarm without the imminent threat of military action.

Well I think telling lie after lie could only get the US so far, and the international community wised up and stood firm. Now the US will buy time to come up with more lies, and timely occurences to come back another time to push for military action. Or maybe they will pick another target in the meantime, to keep them busy?
Compromise or no compromise the U.S. wants the diplomatic channels to work so a peaceful solution may be found before any consequences are dealt upon the Saddam regime.
not to mention it takes some time to deploy troops halfway across the globe for a decisive blow.... if any of you played Civilization by Sid Meyers you'd know exactly why this extra time is so precious for the USA.

It's called backing down actually. After all the bombast and threats over the last two months that the US would go it alone if need be, and effect a "regime change" in Iraq. It has been speculated that once the inspectors are back in Iraq, it will take them around a year to complete their work. That puts US plans back quite a bit, and so in the meantime it will look for more lies (not necassarily backed up by the FBI and CIA) and wait for more conveniantly timed events to make more agressive moves against Iraq.

More like the united international community has got the United States on its side. If the United States does agree to a UN Resolution that does not back force, and allows UN inspectors back in then that will indeed be a major climbdown. It will teach the Bush administration to do it's homework before embarking on such an exercise again. This at least illustrates that the international coalition that the US had after 9/11, is not as subserviant to US plans as the Americans thought. In fact there is not much of a coalition, that goes further than taking on Al Qaida, period.

Bush jr. is having a problem because his own people dont want a war, no matter what our resident second class "Americans" want us to believe. There is great resentment for this war when the domestic economy is going downhill. This is not a ploy rather a set back from Bush's speech where he threatened the UN. Now is compling with what the UN and the rest of the world says.
Looking at this situation in real time perspectives, the US would require atleast 1 year before it would have a proper ground force for a full scale invasion without large casualties.
Bush always wanted a way to attack Iraq. Now he cant. Big step back. It is no ploy at all. The cowboy just got roped up by the cattle.
