I believe there is a scaling down of forces, not a fullf ledged withdrawal. Colonial powers, do leave, when the cost becomes greater then the gain or when they are thrown out.

He is of the view Saudi should not rely on American support, especially not military. He is what could be known as a ‘hardliner’ within the Saud Family. The subsequent internal rifts in the family, and the American ‘annoyance’ has also been documented. The ‘friendship’ has definitely changed.
So it is not too difficult to see the obvious reasons for the American scale down, especially at a time when the Saudis en masse are outraged by US ‘occupation’ of Iraq and see no reason for the presence of forces on their own land.

Times have changed, it's likely that forces will be leaving Germany as well. What the world was 13 years ago and what it is today are two very different things. Reevaluation of what’s best for the U.S. is probably overdue.
