The US and UK in Iraq wants its troops to remain immune from prosecution by Iraqis after the handover of power.
One of the biggest sticking points is the issue of whose laws the remaining foreign troops will be subject to - their own or Iraqi laws.
Giving them immunity is likely to be controversial after allegations of abuse by troops of Iraqis.
Many believe Iraqis should have the right to seek redress in their own courts or the sovereignty of the new state would be undermined.
The news has emerged as the Independent on Sunday reveals more claims of prisoner abuse allegedly carried out by members of the Queen’s Lancashire Regiment.
Lawyers and civil rights groups claim their evidence shows that officers were overseeing the alleged ill-treatment as an interrogation technique.
These claims follow a string of allegations of abuse against Iraqis and the release of a series of graphic images of prisoners being humiliated and tortured by US forces.

Well would you belive it, even after the recent exposure of coalition troops and there abuses, they still want immunity from prosecution.
What do they fear do they not belive in there usual tired claims of freedom and democracy any more have they lost all thoughts of international law and this human right and that human right which we all now know is load of hot air from these self Righteous hypocrites.
To be honest this just confirms and rubber stamps what most people already knew, this war was based on lies and the actions of these occupation troops is no different and a typical expression of western freedom to abuse people! only they want it made law that they can get away with it!
