These things should be done in person not over email.
Be honest, say you really like the position however the pay package isnt upto your desire.
Didnt you write down expected salary in your resume??
Its a very good thing to actually write down what you are after rather than leaving it blank.
I have to disagree, you should never mention salary requrements in your resume. Even during interview if they ask you that question, do not give a direct answer. Always tell them the total compensation package that you currently have (not just the base pay) and tell them that you are open. Salary should always be discussed after an official offer letter is recieved.
