You can’t upload animated GIF’s. Not at the moment, atleast. In the thread you are referring to, the answer is given in this post, as well.

I contacted who–me via PM, and he never replied it back. Either he is scared or doesn’t wanna tell me the trick.

There is no "trick" as such that we will tell you so you will start uploading animated GIF's. The facility for members is just not there.
On the other hand, Who---me is the Technical Admin and Admins can upload animated GIF's, members can't do that. :)
However, when we update our image upload module, we will try to incorporate this facility. I know its annoying, but thats how it is, right now.
It's just one pic, Man. What you thinkin'? That I'm going to open a thread full of animations? Nah!
I'm willing to send the animation to who--me if he agrees to upload for me.

We have disabled the img tag since then. So no new gifs can be put on GSIG now. They'd just show up as links.
