Your reply about selection of senate members is thought provoking. I am wondering how much of these suggestions were influenced by House of Lords in Britain?!
i personally do not know much about British system of government.

As for the question you asked ... the answer is NO, UK 'House of Lords' is not a body of technocrats rather it is body of prominent politicians and thus an extension of Parliament. That is what I do not like, that is, purpose of higher house when both houses are houses full of politicians serving their political party,

For Pakistan, the idea I put down is mine and I believe that would be good for Pakistan, as then Senate would be body of technocrats looking after the interest of their province, affairs of politicians and country. At present, Senate is meaningless because it is just an extension of Parliament, as both consist of politicians representing their party.
