Exactly! If you read a novel from 1920s you might find a different English. In movies, they use English that people there use in daily lives and might not be using in school/college examination.
“Baap ka, dada ka, bhaai ka sabka badla lega re, tera Faizal” dialogue from Gangs of Wasseypur II movie may not look appalling when translated to English.

So when I deal with locals here they will ask a question one time but with many new comers on a consistent basis they will ask the same thing over and over again, then they bring friends as advocates and they ask the exact same question again several times and then they bring relatives and they will ask the same thing again…makes me wonder why waste so much time but then they are not involved in activities.

Right, I can understand and that is why we have Freequently Asked Questions (FAQ) document. Service sector professionals deal with repeating question and it can be boring and tiresome to say same thing to many guys that too from a single party lolz. I have seen many shopkeepers hand boards like “ek bhaav” “udhaar mang kar sharminda na karein” infront of their shops. But often people to deal with such situations. Now imagine job of an enquiry window person.
