You only get loans (fee loan and maintenance loan) and grants (from student finance) for an undergraduate degree, and then only you only get it for your first undergraduate degree. If you decide to do a second degree, you have to fund it.

As syraa said, you only start to pay back your loan (fee + maintenance) once you earn over £15K/yr.

You need to be a bit more specific if you want a proper answer.

An EU national pays the same fee as we do. My Greek friend used to pay the same.
