But for once try to acknowledge something (if unable to understand) the point that proper and on target Reform must be based on verified findings of the Court. If all the How, When, Where and By Whom questions are still pending in the court, what exactly you expect Reform to target?

His statement was that the ROs started slowing down the process, and eventually stopped relaying data, resorting to manual entries instead. But PMLN is known for fudging facts and numbers.
