It really depends on which powder you are using. Those celebrities caught with that ghost face were using the MUFE HD powder which is pure silica powder and that is known for having a flashback in photos. HD powders are only recommended for HD television and not flash photography.

The way to usually apply and seal in makeup using only powder is to use a dry sponge and heavily apply powder, focusing a lot more under the eyes and concealer. This will ensure you have applied powder all over on the areas you need it. Then taking a velour puff, press the powder in (translucent is best because it’s so finely milled and wont cake up) and once you have really pressed it in, lightly brush off the excess using a fluffy brush. And to slightly add back a skin-like look, spritz your face with some MAC Fix+, Urban Decay All Nighter, Avene Thermal Water or even rose water.
