It’s 12:30 at night and one of my neighbours has his lawn mower going. I don’t know if he thinks it’s a good time to cut his grass at midnight or is doing something else. There isn’t much grass to cut since it’s still winter. I don’t know what he’s doing.
How do you deal with a moron like that?
Call a funeral home and ask them to come get his body
Have pizza delivered to his place late nights, or jimmy johns
Put his phone number in Craig's list for really cheap electronics for sale but to call after 11 pm since he works second shift and gets home late eve.
Call 24 hour plumbers to fix his toilet at 2 am.

i was really surprised to hear the lawn mower. didn't really peak outside to see who the madman was. i wish i could do some of those things that you listed.

You can call the police , there are laws according to which people cannot mow lawns during certain times:
This one from LA city Laws:
Between the hours of 10:00 p.m. and 7:00 a.m. of the following day, no person shall operate any lawn mower, backpack blower, lawn edger, riding tractor, or any other machinery, equipment, or other mechanical or electrical device, or any hand tool which creates a loud, raucous or impulsive sound, within any residential zone or within 500 feet of a residence.

Certain machines, such as lawn mowers and leaf blowers, may
only be used between 8:00 am and 7:00 pm (or until sunset,
whichever occurs later) on weekdays; and between 9:00 am and
6:00 pm on holidays and weekends.
