i don't think so...it's just a procedural thing. nothing happens without the blessings of the security council where US will surely veto it if it gets that far. all this is a gimmick by N$ et el...when he had face to face meeting with Obama, he never even mentioned anything regarding drone strikes...this move was purely to satisfy the demands of his countrymen and to silence his critiques.
why doesn't he go to the security council?
