As far as I know, this is not the requirement by shia ulema. A woman can do umrah and hajj without a mahram.
But obviously Saudi ulema are another category. They won’t even allow a woman to drive a car due to this mahram issue, let alone performing hajj.

This is one of the few good things Saudies have done
