firstly the guys shot dead by the american spy are not proved to be robbers
secondly blood money is only paid when its agreed by the victims family
thirdly if blood money is not accepted, islamic system demands “life for life” not a blanket immunity
fourthly a spy who got caught red handed is to be executed
