There’s someone who is holding Jordanian passport, and he would be travelling to Toronto via London,and he holds Canada Immigration visa, and his stopover in London is for 5 hrs. Would he require a transit visa or Direct Airport Transit Visa while transitting through London?

Best is to check with UK embassy in Jordan, or the airlines he is travelling with as they also have all such details as part of their booking system.

probably wont be allowed out of the departure area but may still require a transit visa,best to check with the airline...

Transit is OK...as long as he doesn't step out of the airport, he would be allowed to disembark/embark in London. Permanent residency status in Canada doesn't mean much. he will be subjected rules of immigration pertaining to the passport he is holding.
