U.S. warns allies about WikiLeaks

U.S. embassies around the world are warning allies that WikiLeaks might be poised to release classified cables that could harm relations by revealing sensitive assessments and exposing U.S. sources, a State Department spokesman said Thursday.
The State Department has prepared for the possible release - which WikiLeaks has said would be seven times larger than the Iraq files released last month - by reviewing thousands of diplomatic cables and “assessing the potential consequences of the public release of these documents,” spokesman P.J. Crowley said.
Crowley said State does not know “exactly what WikiLeaks has or what they plan to do,” but the consequences to American interests could be severe. The cables, for instance, could reveal that senior government officials in other countries are the sources of embarrassing information about the inner workings of those governments, thus making it more difficult for the State Department to obtain such intelligence in the future.
“Without getting into specifics, typical cables describe summaries of meetings, analysis of events in other countries and records of confidential conversations with officials of other governments and with members of civil society,” Crowley said. “They are classified for a very good reason. They contain sensitive information and reveal sources of information that impact our national interests and those of other countries.”
Crowley added that “the lives of people who provide us valuable information and perspective are being put at risk. They help us understand what is happening around the world and inform our policies and actions.”

WikiLeaks has bedeviled the Obama administration with damaging revelations about U.S. policy overseas. In July, it released more than 70,000 military reports on the war in Afghanistan and in October nearly 400,000 reports on the Iraq war. “Next release is 7 [times] the size of the Iraq War Logs,” WikiLeaks stated in a Sunday posting on its Twitter page.
WikiLeaks has not disclosed the source of the materials. Suspicion has centered on Pfc. Bradley Manning, 22, an Army intelligence analyst whom the military arrested this year, charging him with the downloading and transfer of classified material.
In the past, WikiLeaks has provided a small group of news organizations with an advance peek at the information, with an understanding that their reports would be released simultaneously at a time agreed to in advance. The Washington Post has never been part of such an arrangement with WikiLeaks.
WikiLeaks was founded in 2006 by Julian Assange, a former computer hacker. The organization has been under stress in recent months, with several members quitting, citing differences with Assange and the direction of the group. Assange is facing allegations in Sweden of rape and sexual harassment, which he has denied, saying the charges are part of a U.S.-orchestrated smear campaign.
The cables could also show that allies sometimes take private actions that directly contradict publicly declared policies. The London-based daily al-Hayat reported that WikiLeaks is planning to release files that show Turkey has helped al-Qaeda in Iraq - and that the United States has helped the PKK, a Kurdish rebel organization.
The documents reportedly suggest that the United States has supported the PKK, which has been waging a separatist war against Turkey since 1984 and has been classified by the State Department as a terrorist organization since 1979.
News reports from around the globe indicate that foreign governments are bracing for the impact of the revelations.

U.S. ambassador to Canada David Jacobson has already phoned Minister of Foreign Affairs Lawrence Cannon to inform him of the matter, the Foreign Affairs department told the Canadian Press. Foreign Affairs spokeswoman Melissa Lantsman said the Canadian Embassy in Washington is “currently engaging” with the State Department on the matter.
In Australia, the Department of Foreign Affairs and other agencies in Canberra, including the Department of Prime Minister and Cabinet, met to discuss the leaks, which a senior Australian government official said had prompted a “strong measure of concern,” according to the Australian newspaper. “The whole thing is pretty big,” the official said.

“We condemn what WikiLeaks is doing,” Crowley said. “Its actions are gratuitous, harm relations among countries and erode the trust that enables governments to cooperate and collaborate and work together to resolve regional and global challenges. Little good will come from what WikiLeaks has indicated it plans to do.”

Well Wikileaks again has revealed what the world already knew…Again too much hype…

Among the Key points…

1 - Pakistani nuclear weapons unsafe - Duh…everyone knows about that
2 - Chinese Hack attacks - Everyone knows about that
3 - Arabs concerned with Iran - That is actually news. I did not know that Arab countries were actually encouraging Americans to attack Iran especially the Saudis.
4 - Spying on UN - That is also news but not surprising as hostile countries to US usually use the UN as cover to post spies.
5 - Korea - Not really suprising. US and South Korea both want a unified democratic korea.
6 - Guantanamo - No surprise there. US has been giving incentives to take these terrorists from Guntanamo.
7 - World Leaders - US is totally right on Silvio Burlesconi, and the Batman and Robin analogy to Medvedev and Putin is totally accurate, Ahmedinijad has been called Hitler in his face so nothing new there and Mugabe is really a crazy old man.

So all in all, nothing big has been revealed. Except for the fact that the Saudis are encouraging the Americans to attack Iran.

Pakistan stand-off
The cables show US concern over radioactive material in nuclear power stations in Pakistan, with fears it could be used in terror attacks. They reveal the US has been attempting to remove highly enriched uranium from a research reactor in Pakistan since 2007.

In a May 2009 cable, US ambassador Anne W Patterson says Pakistan had refused a visit from US experts. She quotes a Pakistani officials as saying removing the fuel would be seen in Pakistan “as the United States taking Pakistan’s nuclear weapons”.

China hacking
There is concern over the alleged growing use of large scale computer hacking by the Chinese government. Cables reports claims that a network of hackers and private security experts has been employed by China since 2002and that it has hacked into US government and business computers, those of Western allies and the Dalai Lama.

The cables quote a Chinese contact telling the US embassy in Beijing that the Chinese government had been behind the hacking of Google’s computer systems in the country in January.
Iran attack

Arabs concerned with Iran
Several Arab leaders and their representatives are quoted as urging the US to carry out an attack on Iran to bring an end to its suspected nuclear weapons programme.

King Abdullah of Saudi Arabia is reported to have “frequently exhorted” the US to attack Iran in order to bring an end to its nuclear programme.

In a report of a 2008 meeting with US General David Petraeus, the Saudi ambassador to Washington, Adel al-Jubeir, said King Abdullah wanted the US to “to cut the head off the snake”.

King Hamad bin Isa al-Khalifa of Bahrain is reported to have told the US to stop Iran “by whatever means necessary”, while the crown prince of Abu Dhabi, Sheikh Mohammad bin Zayed, told the US he believed Iranian President Mahmoud Ahmadinejad was “going to take us to war”.
Biometric spying on UN

A cable to US diplomats issued under US Secretary of State Hillary Clinton’s name tells them to collect “biographic and biometric” information - including iris scans, DNA samples and fingerprints - on key officials at the UN. They are also ordered to find credit card details, email addresses and passwords and encryption keys used for computer networks and in official communications.

The officials covered include “undersecretaries, heads of specialised agencies and their chief advisers, top SYG [secretary general] aides, heads of peace operations and political field missions, including force commanders”.

At least nine similar directives covering various countries are included in the Wikileaks release, both under the name of Mrs Clinton and her predecessor, Condoleezza Rice.

Korea plans
US and South Korean officials have discussed plans for a united Korea, should North Korea collapse.

The US ambassador to Seoul said South Korea would consider offering commercial incentives to China to “help salve” Beijing “concerns about living with a reunified Korea”.

Guantanamo
The cables appear to reveal discussions between various countries on whether they would take prisoners released from the Guantanamo Bay detention facility.

Slovenia is offered the chance to meet President Barack Obama if it takes a prisoner, while Kiribati, in the South Pacific, is offered millions of dollars of incentives. Brussels is told taking prisoners could be “a low-cost way for Belgium to attain prominence in Europe”.

World Leaders
Italian Prime Minister Silvio Berlusconi is referred to as “feckless, vain, and ineffective as a modern European leader” by a US diplomat in Rome.

In 2008, the Moscow embassy describes Russian President Dmitry Medvedev as playing "Robin to (Prime Minister Vladimir Putin’s) Batman.

The cables also comment on the extremely close relationship between Mr Berlusconi and Mr Putin.

North Korea’s Kim Jong-il is a “flabby old chap” suffering from trauma from a stroke, while Iranian President Mahmoud Ahmadinejad is referred to as “Hitler”.

South Africa’s international relations and cooperation minister refers to President Robert Mugabe of Zimbabwe as “the crazy old man”.

Saudi King Abdullah called President Asif Ali Zardari the greatest obstacle to Pakistan’s progress, according to an online report of New York Times that quoted Wikileaks as saying.

QADHAFI’S PERSONALITY REFLECTED IN HIS PHOBIAS

  1. (S/NF) Muammar al-Qadhafi has been described as both
    mercurial and eccentric, and our recent first-hand experiences
    with him and his office, primarily in preparation for his UNGA
    trip, demonstrated the truth of both characterizations. From
    the moment Qadhafi’s staff began to prepare for his travel to
    the United States, ––––– ––––– –– ––– ––––– –– –––––,
    –––– –––––, ––– ––– –––– –– ––– –––– ––– ––– ––––– –––– of
    his 40-year rule, various proclivities and phobias began to
    reveal themselves in every logistical detail. When applying for
    Qadhafi’s visa, ––––– ––––– asked whether it was necessary
    for the Leader to submit a portrait of himself that fit consular
    application regulations, noting that his photo was displayed
    throughout the city and that anyone of hundreds of billboards
    could be photographed and shrunken to fit the application’s
    criteria. When the rule was enforced, ––––– –––––
    reluctantly conceded to take a portrait of the Leader
    specifically for the visa application.

  2. (S/NF) When ––––– began to search for proper
    accommodations for Qadhafi, ––––– informed us that the Leader
    must stay on the first floor of any facility that was rented for
    him. (––––– separately told U.S. officials in Washington that
    Qadhafi could not climb more than 35 steps.) ––––– cited this
    requirement as the primary reason that the Libyan residence in
    New Jersey was selected as the preferred accommodation site
    rather than the Libyan PermRep’s residence in New York City.
    ––––– also sought to find accommodations with room to pitch
    Qadhafi’s Bedouin tent, Qadhafi’s traditional site for receiving
    visitors and conducting meetings, as it offers him a non-verbal
    way of communicating that he is a man close to his cultural
    roots.

  3. (S/NF) Qadhafi’s dislike of long flights and apparent fear of
    flying over water also caused logistical headaches for his
    staff. When discussing flight clearances with Emboffs, –––––
    explained that the Libyan delegation would arrive from Portugal,
    as Qadhafi “cannot fly more than eight hours” and would need to
    overnight in Europe prior to continuing his journey to New York.
    ––––– also revealed in the same conversation that Qadhafi
    does not like to fly over water. Presumably for similar
    reasons, Qadhafi’s staff also requested a stop in Newfoundland
    to break his travel from Venezuela to Libya on September 29.
    [Note: The Government of Canada recently confirmed that the
    Libyan delegation canceled plans to stop in Newfoundland. End

DEPENDENCIES: RELIANCE ON A SELECTIVE GROUP OF INDIVIDUALS

    a small core of trusted personnel. This group includes

    frenetic preparations for the August 31 African Union (AU)

    ––––. At large events such as the August 31 AU Summit and
    September 1 celebrations, ––––– ––––– ––––– every last
    detail of these complex gatherings, ranging from the overall

    ––––– ––––– his papers and props upon the conclusion of
    the Leader’s remarks. Long-time Qadhafi Chief of Staff Bashir

    red phone, which presumably connects to Qadhafi himself. We
    constantly hear that National Security Adviser and son,
    Muatassim, also plays a key role as his father’s confidante and
    handler during travel abroad. Muatassim also seems to have been
    tasked with insuring that the Leader’s image is well-preserved
    through the full array of carefully-planned media events.

  2. (S/NF) Finally, Qadhafi relies heavily on his long-time
    Ukrainian nurse, Galyna Kolotnytska, who has been described as a
    “voluptuous blonde.” Of the rumored staff of four Ukrainian
    nurses that cater to the Leader’s health and well-being, –––––
    ––––– ––––– emphasized to multiple Emboffs that Qadhafi
    cannot travel without Kolotnytska, as she alone “knows his
    routine.” When Kolotnytska’s late visa application resulted in
    her Security Advisory Opinion being received on the day
    Qadhafi’s party planned to travel to the U.S., the Libyan
    Government sent a private jet to ferry her from Libya to
    Portugal to meet up with the Leader during his rest-stop. Some
    embassy contacts have claimed that Qadhafi and the 38 year-old
    Kolotnytska have a romantic relationship. While he did not
    comment on such rumors, a Ukrainian political officer recently
    confirmed that the Ukrainian nurses “travel everywhere with the
    Leader.”

PREFERENCES - FROM DANCING TO HORSEMAN

  1. (S/NF) In addition to the personality quirks revealed through
    Qadhafi’s travel to New York, the Qadhafi’s preferences for
    dancing and cultural performances were displayed over the last
    month. The three-day spectacle of his 40th anniversary in power
    included performances by dance troupes from Ukraine, Tunisia,
    Algeria, Egypt, and Morocco, as well as musical performances by
    bands from Mexico, Russia, New Zealand, and a number of other
    nations. Qadhafi appeared particularly enthralled by Tuareg
    horse racing during two of the events, clapping and smiling
    throughout the races. The flamenco dancers that participated in
    his celebratory events appeared to spark a similar interest, as
    Qadhafi decided to stop in Seville (for a “personal trip”
    according to the Spanish Ambassador here) on his way back to
    Libya from Venezuela specifically to attend a flamenco dance
    performance. [Note: That stop has reportedly been scrapped for
    unknown reasons. End note.]

NO NEW YORK PHOTO OPS - QADHAFI LEAVES FEMALE GUARDS AT HOME

  1. (S/NF) While Qadhafi’s reported female guard force has become
    legendary, it played no role in his travels to New York. Only
    one female guard was included among the approximately 350-person
    strong Libyan delegation to New York. This is the same female
    bodyguard who sticks close to Qadhafi in his domestic and
    international public appearances and may, in fact, play some
    sort of formal security role. Observers in Tripoli speculate
    that the female guard force is beginning to play a diminished
    role among the Leader’s personal security staff.

  2. (S/NF) Comment: Qadhafi’s state visits and appearances at
    various conferences and summits, both at home and abroad, have
    revealed greater details about his personality and character.
    While it is tempting to dismiss his many eccentricities as signs
    of instability, Qadhafi is a complicated individual who has
    managed to stay in power for forty years through a skillful
    balancing of interests and realpolitik methods. Continued
    engagement with Qadhafi and his inner circle is important not
    only to learn the motives and interests that drive the world’s
    longest serving dictator, but also to help overcome the
    misperceptions that inevitably accumulated during Qadhafi’s
    decades of isolation. As ––––– told us, pointing to a
    larger-than-life portrait of Qadhafi, “When you have been
    isolated for so long, it is important to communicate.” End
