According to the eye witness and also from the IDP regarding the current PAK operation in Malakand division, the PAK Army do not target the Taliban, they would give them enough time to escape and then start bombing the civilians. In Upper Dir the local have encircled the Taliban in an area called Doog Darra, but the PAK army reluctant to bomb them.
