IMHO, the standard we should be looking at is not Zardari and his tola, I wonder if we even can call it “standard”.
If you really want to compare Punjab, you should compare it with itself. What was the corruption and crime rate before SS govt and how it has changed after he is in power?
And going by that, I must say SS has failed miserably as far as Police performance, corruption and crime rate is concerned.
