traffic police is not involved in chitrol. yes, other form of tulla (farmi andas) are more dangerous and culprit.

State is poor but UP walas aren't, it is unique state. Once travelling from Kanpur to Kannauj I saw one unique incident, On one of the stations, a guy had brought his bike on platform, his mother boarded the train and he sped through platform and exited from other end of long platform. Before that I had never ever imagined, people with bikes on railway platform :)

There were none around, may be the guy was local, in UP, it depends upon who is in the government, and the core voter of the CM in power, is unstoppable force in general :D

Its slang and I don’t know how that term was attached to them. As the kaur also knows it, I can;t say its Karachi specific.
