I think the reason they don’t want to put a fence is that** the fence would clearly mark the border**.
Afghanistan never accepted the Durand Line. This is why it opposed Pakistan’s UN membership after its creation.
It is in interest of Afghanistan to leave the border undefined and thus keep its stakes on a larger area.
