They must lay down their arms, expell all foreign elements from their areas, close training camps and stop cross-border activites. They would also need to agree to a have an overseeing body of Fata elders to superwise and maintain peace in the region.
In response, Pakistan should allow general amnesty to them provided they pledge that they won’t resort to violence neither against any party in Afghanistan, nor against Pakistan. Islamabad should in return allocate funds for creation of infrastructure, including hospitals and schools and also create business and employment opportunities for the tribals.
